<strong><u>PART III Preview</u></strong><br>
* Aren't marketing departments responsible for detecting fraud occurring under their watch?<br>
* Are affiliate networks akin to foxes guarding the hen house when it comes to affiliate compliance enforcement?<br>
* What are affiliate networks doing to catch and punish affiliates who use adware?  Anything?<br><br>

Edelman goes as far as suggesting that many major affiliate networks believe in a "security through obscurity" approach to combating the problem... and that the notion is fatally flawed.  Networks are telling advertisers to let them handle it (provide a guarantee that adware isn't being used).  Combating the problem through collaborative efforts with advertisers, networks say, would give too much away to the enemy.  <br><br>]]></description>
